Coat
A heavy double coat is real work here and a genuine burden on the animal through the hot months. It is not a reason to rule a breed out entirely, but it is a reason to be honest about the grooming and the shade you can provide.
Energy
A high-drive breed needs its exercise, and for four months of the year the usable hours are narrow. If you cannot reliably walk before seven and after dark, choose a calmer animal rather than an under-exercised energetic one.
Size and housing
Size matters less than layout. A large calm breed in a house with shade is more comfortable than a small anxious one in a hot flat.
What tends to work well here
Moderate-energy breeds with manageable coats, and cats, which handle the heat better than most dogs given shade and water.
